Framingham's Fiscal Year 2008 Budget Highlights:
LOCAL AID

EDUCATION PROGRAMS / YOUTH PROGRAMS
Teen Parenting (FHS) ($104,123) This program had been in place many years and provides nursing, counseling and other social services to at-risk youth in Framingham and their children and families to keep young teen parents in school through graduation. It is a low cost alternative to long-term problems of drop outs, low paying jobs and long term economic dependency. The program has the support of the area DDD office, the school district and area social service organizations and has been in the budget for more than five years.
Dual Immersion ($370,000) This program recognizes the strength of the Dual Immersion program in Framingham, which is noted as one of the most effective programs of its kind in the Commonwealth. The allocation will allow Framingham to target specific funding for continual professional development in the area of English language learners, as well as document successful strategies in order to replicate the program in other districts
Metrowest Campership ($60,000) Regional program which provides camp experience for low income children and children with disabilities
VETERANS
Metrowest Outreach ($84,453) Founded in 1987 by a group of concerned veterans, the Center is a charitable organization that provides a variety of human and social services, at no charge, to veterans of the Armed Forces (and their families)
PUBLIC SAFETY/COURT MEDIATION
Framingham Community Policing ($85,500) Executive Office of Public Safety and Homeland Security. This supports items which strengthen our police force including community outreach, surveys, community problem solving meetings, bike patrols, and the police substation located in the Pelham Housing Complex (comprised of Section 8 housing, Housing Authority units, Interfaith Terrace and athletic field/ park)
Framingham Police Dept. Jail Diversion ($100,000 ) Pilot program successfully implemented in Framingham and currently expanding to other communities across the State. Trains police officers to recognize and deal with individuals suffering from Mental Illness. Counselors are available on call for support when needed.
Framingham Court Mediation Services, Inc. ($65,000) FCMS provides third party, neutral mediation for the peaceful resolution of conflicts in the metrowest region
It improves court efficiency, saves time, money and stress for court personnel and citizens.
GANG PREVENTION / SUBSTANCE ABUSE
Framingham Coalition ($145,000) This is an organization open to all people who share a common interest and are dedicated to involving all people in creating a safe and healthy Framingham Community that addresses issues of alcohol, tobacco and drug abuse, gang activity and other related social problems. The Coalition is made up of youth, parents, residents, businesses and members of the community. Also includes representatives from schools colleges, human services, the recovering community, housing, legislators, police and the medical and religious communities.
New Beginnings Dept. of Public Health ($250,000) The new Beginnings program was founded in 1986 to promote and educate adolescents about the dangers of alcohol and drug abuse. Working with schools, athletic directors, health care agencies, industry and the courts, new Beginnings emphasizes prevention by developing and delivering short or long range prevention plans. The statistics on adolescent drug and alcohol use in the Commonwealth are troubling. This program has found successful ways to educate our youth and prevent drug and alcohol use and abuse.
ARTS AND CULTURAL PROGRAMS
Downtown Renaissance ($50,000) This dynamic public/private partnership was created to communicate, support and invigorate local revitalization efforts. It is an "organization of organizations" all working on various downtown revitalization projects and activities.
START Partnership ($50,000) A consortium of arts, business, educational cultural, historic and civic organizations with a mission to strengthen community life in Framingham and to contribute to the cultural and economic vitality of the town by broadening, deepening and diversifying participation in the arts and cultural activities.
Congratulations to the Framingham Historic Society for receiving a Massachusetts Preservation Project Grant ($52,000) for much needed repairs to the Edgell Memorial Library.
SENIOR CITIZENS PROGRAMS
Aging Well at Home Program ($375,000 split between multiple towns) $125,.000 for Framingham, for aging in place pilot program operated by Jewish Family service of Metrowest. 300 seniors, most in their 80's and 90's are actively participating in the programs and receiving a wide range of support services including on-site healthcare, case management, counseling, strength training, and engagement in mentally stimulating on-site programming.
